NEPGA filed a post-hearing memorandum in the Northern Pass siting proceeding before the N.H. Site Evaluation Committee (No. 2015-06).  NEPGA argues that the Applicant has not met its burden to show by a preponderance of the evidence that Northern Pass will deliver benefits to New Hampshire in the form of lower wholesale capacity market rates.  Based in part of the testimony of its witness, William Fowler, NEPGA shows that the Applicant has failed to provide sufficient evidence that Northern Pass will qualify for the FCM or significantly reduce capacity market clearing prices.
