NEPGA filed an Answer to the Utility Workers Union of America Local 454’s protest of the results of the tenth Forward Capacity Auction (FCA 10) (No. ER16-1041).  The UWUA protests the FCA 10 results on the same grounds it protested the FCA 8 and FCA 9 results, which grounds FERC rejected as unsubstantiated and otherwise not properly before FERC in the FCA 9 proceeding.
