NEPGA filed a complaint asking FERC to find that the Forward Capacity Market’s Peak Energy Rent Adjustment mechanism (PER) is unjust and unreasonable, particularly since FERC ordered increases to the Reserve Constraint Penalty Factors (RCPFs) in 2014.
